Brownie must have been on brownies

I did not have a chance to watch Brownie testify before the committee investigating the failures of government in the wake of Hurricane Katrina, but from what I've gather reading Reuters' account, he sure continues to be oblivious and full of himself.

"I have overseen over 150 presidentially declared disasters. I know what I am doing. And I think I do a pretty darn good job of it."

He must have been on brownies.
